Why is there Step 1 ticket to stake showdown still available

As I see the step 1 to stake stake showdown is still available to register and on other hand there are 2 tournaments at same time for 10 and 39 tickets respectively..And there is no step 2 in between to earn an final spot to stake stake showdown..
