Is 7 2 off the worst hand on poker?

I think 7-2 offsuit is one of the worst starting hands in poker because the cards are low and they do not share the same suit, making it difficult to form a strong hand. However, I don’t think it is always the absolute worst because poker depends a lot on strategy, position, and how the other players act. What do you think? Is 7-2 offsuit really the worst hand in poker?
